Background

The Secretariat of Government of Odisha (GoO) plays a pioneering role in the governance of the State.It is the highest echelon of the administrative set up in the State Government and oversees the functioning of Government at all levels.


As part of on-going administrative reform programmes the Govt of Odisha has implemented OSWAS v2.0 in 2018 to improve operational efficiency and transparency.

OSWAS is being used by 43 departments of Government of Odisha including the offices of Chief Secretary and Chief Minister and 3 Directorates of Govt. of Odisha and middle level staff and ministerial staff with the current user base of around 5000 officers.OSWAS is the workflow based file management system.

As part of IT Modernization, OCAC is seeking to implement eSign and digital signature (using physical cryptographic token) to sign the documents in OSWAS.

emAS

eMudhra Authentication Server (emAS) is eMudhra Limited digital certificate solutions that enable individuals and organizations to have digital certificates - digitally sign documents, encrypt messages and electronically authenticate their identity to web servers. These certificates can be used for online banking, eCommerce, eTender, eProcurement, eGovernance, credit card or loan application (origination), electronic clearing services mandate, online trading and such other such purposes. eSign or eSign Service is an online Electronic Signature Service in which the key pair generation, certification of the public key by the CA and digital signature creation for electronic document are facilitated by the eSign online Electronic Signature Service provider instantaneously within a single online service based on successful authentication of individual using e-KYC services
