Case Study: OSFDC MIS ERP

The Corporation is intended to develop a MIS System to automate the process of student registration for skill trainings and track the post admission activities till the student gets placement for at least 1 year. The users of the system are OSFDC Office Officials, DWO, PIA Skill Training Institutesand Students at different districts of the state, students and the Corporation. Each of them will have access to the system to operate set of activities like the students will use for registration and apply for skill training courses, PIA and skill training institutes for training delivery and placement, the Corporation for the tracking of students and PIAs till placement is done for 1 year.


Background & Introduction

The Corporation is involved in the promotion of skill development training and placement programmesin the State of Odisha to equip the Rural Youths with marketable skills that would ensure guaranteed employment through a predesigned placement avenue. The objective of the Corporation is to instill basic skills in different domains such as IT and Software, Industry based skills in mechanical and electrical domains, traditional skills such as improvement of business communication and proposal writings, call center support, data entry operators, computer skill trainings, mobile repairing, automobile repairing, short term courses on retail, finance, human resource & operations management etc.


The courses are being provided at all the Back-ward Districts/ Blocks/ Gram-panchayats of Odisha. The Corporation is the nodal agency for promotion and skill enhancement of Rural Youths through Corporation empanelled skill training institutes. It has corpus fund from the Govt. of Odisha every year to utilize in the skill enhancement programs in the State of Odisha. Also it gets funds from both the Central and State Government to utilize in the promotion of skill trainings in different Back-ward Districts of Odisha. The list of empanelled PIA and Skill Training Institutes with the Corporation are supposed to train the youths and arrange placement at private/Govt. organizations through job fairs/direct approach/ advertisement etc.


To ensure that the entire process is automated starting from registration, training delivery and placement of students, the Corporation is intending to develop one MIS System to capture all these activities at all levels on the click of the mouse. At any time generate reports as required for office use and decision making.


Scope of the MIS System

The scope is to Design, Development & Implementation of Training-cum-Skill Development MIS Application. The Corporation is dealing with different kind of skill development training programs under various schemes of Govt. of Odisha & Govt. of India. Under every scheme there are different types of skill training programs. The same shall be provided to students across the State through empanelled PIA (Project Implementing Agency).


The role of PIA is to get the funding from the Corporation and provide training to students through enrolments at the district level. There may be different PIA’s at different districts with addition of new centers to provide trainings.


Here the trades are fixed by the Corporation and target is given to each PIA by the Corporation. According to the targets given and trades fixed the PIA’s are monitored by the Corporation. At present the monitoring is done through manual mode, the same shall be done through the system. Hence, a new system shall be developed and hosted with following capabilities.
